ICC is a confederation based court and save for that it lacks the real power in stricto sensu. It gave out a warrant for the arrest of Putin by member states but still that's yet to happen, recently same Putin met with Chinese president. Nobody can arrest Netanyahu, do that at your own country's risk.

A government of selfish leaders, the Junta lacks credibility to ask the US troops to vacate the country, but as a civilised nation US accepted the notice to quit and are about to vacate just as France did.
